Nandikotkur CI Venkatramana said about 65 people from four villages were travelling in the boat with a capacity of 40.
As the boat was in poor condition and decades old, the driver Chinna Lalanna reportedly told the passengers that he would carry only 35 of them and come back to pick the rest. But the villagers thrashed him and forced him to carry all of them.
Local fishermen who rushed to the spot in a mechanised boat saved some of the passengers. They have been admitted to a government hospital in Kollapur. One of the survivors, Kuruva Venkateswarlu, who swam to safety, said, "There were more than 60 passengers in the boat. Despite my best efforts, my wife K Padma drowned.
I am yet to see her body. I don't know how the boat capsized, but the boat's condition was very poor. We were travelling slowly, but it sank all of a sudden. The victims hailed from Nehrunagar, Konidela, Bijinavemula and Nagaturu in Pagiytala mandal in Kurnool.
Mahabubnagar SP K Srinivas Reddy and collector Usha Rani and their Kurnool counterparts B Malla Reddy and M Dana Kishore were supervising the rescue operation with the help of local fishermen. CM Y S Rajasekhara Reddy is scheduled to visit the place on Friday morning.
